351.18 SNOW EMERGENCY PARKING BAN.

(a) In the event of snowfall in the city or in any section or sections thereof, in the amount of two inches or more during any period of 24 hours or less, and the Mayor, or in his absence, the Director of Public Service, finds that such heavy snowfall constitutes a serious public hazard impairing transportation, the movement of food and fuel supplies, the availability of medical care, fire, health and police protection or threatens vital operations or facilities of the city, the Mayor, or in his absence, the Director of Public Service, shall declare an emergency, such emergency to commence one hour after the first announcement that such emergency has been declared, and to continue until the Mayor or Director of Public Service determines that snowplowing operations have been completed.

(b) Whenever an emergency is declared under this section, the Mayor or Director of Public Service may prohibit parking of any vehicles upon any or all of the city streets, or municipal parking lots which he may designate. During any such emergency, it shall be unlawful for any person to park or cause to be parked, or permit to remain parked, or to abandon or to leave unattended, any vehicle of any kind or description upon such specified streets; provided, however, that vehicles may be parked for a period of not longer than ten minutes for actual loading or unloading of property, and provided further that no other ordinance restricting parking is thereby violated.

(c) The Mayor or Director of Public Service may order the removal of any vehicle which may interfere with the operation of any snow removal equipment or any emergency vehicle. The Mayor or Director of Public Service shall effect such removal of vehicles through the Police Department of the city and the cost of removal and storage of any vehicle shall be paid by the owner or operator thereof.
