Is my muffler legal? / Is my window tint legal?

City Ordinance § 337.20 regulates muffler noise:
“No person shall own, [or] operate any motor vehicle equipped with a muffler...which is defective...or which has been modified in a manner which will amplify or increase the noise emitted...above that emitted by the muffler originally installed on the vehicle.”

City Ordinance § 337.28 regulates window tint and states that the windows must allow at least 50% (+/- 3%) light passage through the window. The police department has devices to measure the level of window tint
